akka optimize spend series
A period in hour or day buckets, each what a read of it alone states
Synopsis
Each bucket states what spend get over its window states: the same figures, the same completeness and the same permanence.
A bucket that is reported gets nothing more from the usage stream, and a publish can still price traffic it holds.
Buckets are UTC hours or UTC days, and a day series starts and ends at midnight UTC. For days in another time zone, ask for hours and add them up.
A group a bucket holds no traffic for still has a line in that bucket: zero when the bucket is complete, and no value when it is not.
akka optimize spend series --from INSTANT --to INSTANT --granularity hour|day [flags]
